Summary

 

Ⅰ Promoting Scientific Development

Conforming to the mission entrusted by the CREC, the newly formed company, China Railway International Group (CRIG), convened the first staff meeting after its establishment to forge a ‘flagship of foreign economy’ of China Railway Group Limited (CREC). In the meeting, five aspects have been planned and incorporated for the prospects of China Railway International Group, including the significance of establishing China Railway International Group, its historical opportunities of development, mission and targets, safeguard measures of business development, and recent work requirements. Specific strategies are listed as follows:

 

1. CRIG places talent issue at the top of priority list. Talent comes first and we must establish a scientific view towards talent, and promote the development of the enterprise by enacting reasonable talent development strategy. Therefore, first task of CRIG is to conduct recruitment for 41 positions for the first time inside and outside the CREC. We established recruitment leadership and developed Schemes of Implementing Recruiting for Jobs, defined the talent selecting standards of ‘emphasizing morality, understanding business, be able to speak foreign languages, skilled in management and operation’.Built an employment mechanism of ‘small innumber but highly trained; place positions according to business requirements, public competitive recruitment, employ the best.’ All these provide a strong personnel and intellectual support of the leaping development of the CRIG. Among the recruiters, there are commercial experts, financing experts, legal experts and project management experts and they are from the four reorganized enterprises, CREC, and outside of CREC. Thus a unique specialized talents system has been initially formed.

 

2. Setting out to establish a sound corporate governance structure. We drafted the Article of Corporation of China Railway International Group Co., Ltd. and other basic operating systems and rules of the Company. The Articles of Corporation was passed in the first session of the board of directors of CRIG after consulting advice from various experts and repeated amendment.

 

3. The preliminary strategies of CRIG were confirmed. The strategies are divided into 3 levels, which are mission, vision, value, positioning and objectives in the Group level, business strategy in the subsidiary level and function strategy in the department level. The strategies determined overall strategic guideline, regional market positioning, project scale positioning and project operation model positioning.

 

4. The first meeting of the first Boards of directors of CRIG convened successfully, which was fully prepared with regulated process and high quality. Series motions have been passed to determine the division of the Company, establish an effective and balanced basic decision-making mechanism, improve the relative rules of procedure, determine and standardize region layout of business development, business development, setting of sector and organization and other issues which affecting effective operation of the Company.

 

Ⅱ Strengthening Safety Supervision

CRIG targeted to improve management system and strengthen system construction.  CRIG, its sub-branches and project departments signed progressively Safety Responsibility in 2013, and carried out Campaigns of Safe Production Month and pledge and signature for safe production. Development of safety supervision of each Sub-branch is as follows:

 

1. Venezuela Branch set up the Safety and Quality Leadership and Management Team with the General Manager as the team leader, and took measures such as Safety Management Measures, Project Quality Management Approaches, Rewards and Punishment Management Approaches for Safety and Quality, Emergency Response Plan, and Investigating Measures of Safety and Quality Incidents, and conducted contrasting and detailing according to the actual situations of sections. Make urgent inspections on safety production to each section irregularly and without advance notice, implement persuasion and admonition systems and one-vote veto mechanism.

 

2. Malaysian Branch adheres to weekly security environment joint inspection system, and carries out variety of training and emergency exercises combining the project features and the local actual conditions.

 

3. Transtech Engineering Corporation developed Inspection and Supervision Management Approach to Significant Event, Interim Measures of Bid Management, Financial Budget Control in 2013, Emergency Response Plan for Production and Non-production of the Company and other management systems, strengthen the implementation of the systems, carry on management relying on the systems to ensure that the systems implemented and supervised accordingly.

 

Ⅲ Strengthening Environmental Protection

CRIG organized Publicizing and studying Law of Environmental Protection, environment knowledge, and energy conservation and emission reduction and other promotional and studying activities to enhance environmental awareness. Comply the Venezuelan law of environmental protection, Venezuelan Branch employed professional environmental protection company to carry out environmental assessment to the proposed project strictly, submitted to the Ministry of Environment Committee of Venezuela of EIA report, and started construction after receiving EIA permit, ensuring a minimized destruction to the environment during construction process in strict accordance with the requirements  through 3 aspects by self-assessment, supervision by the environmental engineer and inspection by the supervisor. Transtech Engineering Corporation carried out campaigns of saving water, electricity and paper based on the requirements of ‘Three Savings’.

 

Ⅳ Participating in Public Service

CRIG actively participates in public service of project-host country, fulfills social responsibility, and integrates in the local society to comprehensively forge a social image of ‘Taking responsibility politically, making contribution economically”. Venezuelan Branch paid a total of 914880.76 Bolivar (equivalent USD$425,526) for the local public welfare, of which 300,000.00 Bolivar spend for the purchase of housing for the citizen LUIS PELIPE, and 461181.76 Bolivar paid for purchasing more than 1000 toys for the children in the civilian families along the railway from Caracas to Gua, and 153,699.00 Bolivar for paying the operation cost for the citizen named TALAR RICURTE who could not afford.
